WORK SESSION

MEMBERS PRESENT: Chairman Colbert, Selectman MacCleery, Selectman DeBold and Administrator Lisa Stevens.
SUBJECT: Town of Chichester V. Fournier
Present: Attorney Tim Brittan
Motion Chairman Colbert, second Selectman DeBold to enter into non-public session at 10:40am, pursuant to RSA 91-A:3, II,(e) for discussion with Attorney Brittan pertaining to pending litigation regarding Town of Chichester V. Fournier. MacCleery – yes; DeBold – yes; Colbert – yes. Motion carries.
The Board returned to public session at 10:50am.
Motion Selectman DeBold, second Selectman MacCleery to seal the minutes of the non-public session for ten (10) years. MacCleery – yes; DeBold – yes; Colbert – yes. Motion carries.
SUBJECT: 2008 payroll increases – benefits compensation
The Board reviewed the proposal submitted by the Town Administrator regarding benefit requests for the town employees and the comparison to the benefit package being provided to the school employees. Motion Selectman MacCleery, second Chairman Colbert, to change the town employee benefit package as proposed by the Town Administrator to be fair and equitable with all Chichester employees. This change will be effective April 1, 2008, provided the funding is passed at the annual town meeting. All three were in favor. Motion carries.
The Board discussed pay increases for the highway personnel based on the request submitted from the Road Agent. The Selectmen approved a 2.3% increase for the highway staff.
The Selectmen reviewed the secretarial rates for all current secretarial positions. There is a wide discrepancy between the land use secretarial positions. Motion Chairman Colbert, second Selectman DeBold to adjust the pay rate for the Conservation Commission secretary to the current secretarial rate of $14/per hour and for all secretaries to receive a 2.3 % COLA increase. All three were in favor. Motion carries.

Motion Chairman Colbert, second Selectman DeBold to adjust the pay rate of the Board of Adjustment secretary to the current secretarial rate of $14/per hour. The vote was 2 in favor (Colbert/DeBold), one abstained (MacCleery). Motion carries.
Additional departments will be addressed at a work session, date to be determined.
Being no further business, the Chairman adjourned the meeting at 12:15PM.
